Retrieve an instance of the infrastructure provisioner for the given work pool type.
**Args:**
* `work_pool_type`: the work pool type
**Returns:**
* an instance of the infrastructure provisioner for the given work pool type
**Raises:**
* `ValueError`: if the work pool type is not supported
